4. Transport Planning Division a) Prior to commencement of development, and on appointment of the main contractor, a Demolition and Construction Management Plan shall be submitted to the planning authority for written agreement. This plan shall provide details of intended demolition and construction practice for the development, construction phasing and programme, a detailed traffic management plan, hours of working, noise and dust management measures, and off-site disposal of construction/demolition waste and access arrangements for labour, plant and materials, including location of plant and machine compound. The appointed contractor shall liaise with DCC Road Works Control Division during the demolition and construction period. The DCMP shall take cognisance of the presence of a childcare facility adjacent to the site and shall seek to minimise and prevent where possible construction traffic movements at arrival and departure times.
