8. The Developer shall comply with the following requirements of the Transportation Planning Division: b) A Construction Management Plan (CMP) for the proposed works shall be submitted prior to commencement of development for the agreement of Environment and Transportation Department in DCC and TII. The construction traffic management plan shall identify mitigation measures for existing operational Luas infrastructure. The CMP shall include a demolition and/or construction method statement for the agreement of TII. The method statement shall identify all interfaces to the Luas alignment and contain a risk assessment for works associated with the interfaces including mitigation measures for unacceptably high risks. The method statement shall demonstrate resolution of all issues outlined above when viewed in the context of the existing operational Luas infrastructure. The demolition and/or construction method statement shall form part of a finalised Construction Management Plan which shall also be agreed with Transport Infrastructure Ireland (TII) and submitted to the planning authority prior to the commencement of development on site. c) A project traffic management plan for all stages of construction traffic shall be agreed in writing with the Planning Authority before works commence. The plan shall detail access arrangements for labour, plant and materials and shall indicate the locations of plant and machine compounds.
