15. (a) The site shall be landscaped, and earthworks carried out in accordance with the detailed comprehensive scheme of landscaping, including the Landscape Management and Maintenance Plan, which accompanied the application submitted, unless otherwise agreed in writing with, the planning authority prior to commencement of development.
