4. Conservation (pre-commencement) Prior to the commencement of development, the following details shall be submitted to and agreed in writing by the Planning Authority: (a) Appropriately scaled drawings, plans and or specifications detailing the following: i. Reinstatement of historic window opening or if a full height opening is required, install a pair of high quality timber French doors and Juliette balcony, omitting the proposed concrete terrace and railings ii. Proposed terrace and door: Retain existing window ope and reinstate new high quality timber window or if a full height opening is required to facilitate access to the rear garden for the respite residents, or for means of escape purposes (which is not clear), then these should be high quality timber glazed (symmetrical) French doors to detail, and the terrace and stairs should be treated as a light-touch reversible assembly - omitting the proposed single door and side light and concrete terrace and railings. The reuse of historic railings would be supported iii. External signage: plinth to be constructed of high-quality Irish stone; gentle uplighting shall be provided if illumination is necessary (with timed or senor activation for use at night time / in darkness only); and details shall be provided of any additional signage plaque required at the entrance gate piers. iv. To outline the proposed interventions to the rear of the site, including details of the proposed covered walkway/canopy in order ensure that the separation between the walkway and sensory garden would be achieved in a more sympathetic manner that would complement and not detract from the setting of the Protected Structure v. Indication of the existing defects and proposed conservation repairs, omitting the proposed ‘minor addition’ of protective radiator covers and built-in shelves above, alternative heater sizes that would not exceed the height of the wall panelling, or consideration of an alternative heating system using floor grilles that would not impact the historic floor joists and ceilings beneath. vi. Existing and proposed north and south boundary walls to illustrate the existing arrangement, including any intact remnants of the former mews building - coordinated with 1:50 plan, sections and elevations of the proposed new single-storey hub building, clearly indicating the heights of all existing boundary walls in its vicinity and the proposed height of any higher elements that extend above the boundary walls vii. Indication of any refuge locations and any additional FD30s doorsets viii. Profile details for all proposed new internal and external door (types) ix. Inner and outer elevation and section through the historic front entrance door and glazed screen clearly indicating all repairs required including glazing x. Proposed island respite kitchen ground floor and of additional structural supports (if required) within the floor to support the central island xi. Proposed lockers and pull-down bed to 1st floor staff sleep-over room xii. All historic tiled floors to be lifted, stored and re-laid when new floor construction is installed xiii. Repairs to decorative mosaic panel on the external top landing of the front entrance xiv. New lift enclosure plan, noting that the proposed demolition of part of the rear wall to rear room and stair landing shall be omitted, and details of new plumb lining to be provided (if the external wall cannot be used as part of the lift enclosure). Drawings to include details of the proposed new door openings at ground and first floor levels xv. Drawing of the new glazed screen adjacent to the lift enclosure xvi. Revised window drawings for proposed new high quality timber casement and sash windows xvii. Details shall be provided of the guardrails and uprights for the lower steps and proposed ramp in the front garden xviii. Revised proposals for the bin store including its roof treatment. xix. Detailed roof plan accompanied by record photographs after detailed inspections have been executed once the scaffolding is in position, indicating roof defects and proposed conservation repair works - NB any replacement of historic natural slate coverings to be on a like-for-like basis in accordance with best conservation practice xx. The reinstatement of removed timber floor boards to the ground floor reception rooms. xxi. A French drain shall be installed where the proposed new hard landscaping to the northern path abuts the Protected Structure (b) Confirmation / clarification of the following: all proposed fire upgrading works to surviving historic panelled doors extent of proposed repairs to historic railings, plinth walls and gate piers to the front boundary Whether the Briton 996 Electromagnetic Hold Open Door Closer (or similar approved) is the same as is indicated on drawing 1818-PA-519 and confirm routing-out of the door fabric required in the installation process, When new south wall was reconstructed. The meaning of the single line indicated on the plan in the office at first floor level
