4. The applicant shall submit the following architectural conservation details/revisions for the written agreement of the Planning Authority prior to the commencement of development: (i) 1:50 drawings of revised floorplans at second and third floor levels, retaining the staircase between the two levels in its current location and omitting the ensuite to the front room at third floor level. (ii) Annotated 1:50 drawings detailing proposed service routes including service ducts, proposed heating upgrading works, security and fire alarms and electric installations, demonstrating that existing ducts/runs are being reused in as much as is possible. Methodologies for repair of historic fabric impacted by changes in service routes should also be provided including historic plasterwork and joinery. Preventative details such as the tanking of ensuites/bathrooms to prevent leaks and damage to historic fabric to the floors below are to be provided. (iii) The proposed tanking system at basement level is to be omitted and a revised methodology for addressing dampness that shall be of minimal intervention, that shall retain breathability and primary fabric and shall be confirmed in writing to the Local Authority based on the level of damp/water ingress evidenced in the site. (iv) A methodology for the proposed repairs to the roof, including all materials to be used, on completion of a survey of the roof. (v) A detailed window survey shall be carried out demonstrating the condition of all windows. The window survey should include a detailed description of the existing timber windows and detail any surviving historic glazing. It should include detailed photographs of the existing windows. Details of the extent of the required repairs, including full details of any proposed replacement glazing, should be outlined in a method statement. (vi) A full photographic record of existing historic boundary walls, cross-referenced to drawings and a detailed schedule of repair and reinstatement works to the walls should be provided. A method statement for the raking out and re-pointing of the stonework/brickwork and associated repair details are to be provided, that the works will be carried out in line with best conservation practice and the Department of Housing, Local Government and Heritage’s Advice Series. (vii) Confirmation that the mature tree surviving to the rear garden will be retained as part of the development. Revised existing and proposed drawings should be submitted to reflect the existing tree trunk and crown to the rear of the subject site. (viii) The finishes to the rear garden are to be confirmed. It is recommended that consideration be given to the use of grass pavers to the car-parking area, given its proximity to the rear elevation of the Protected Structure (ix) Following provision of a scaffold to the elevations, the Conservation Division shall be given the opportunity to inspect same to assess the condition of the brickwork. (x) A detailed schedule/marked up drawing of repairs following inspection at close quarters is to be provided. (xi) The applicant shall submit details of five recent examples of specialist re-pointing works carried out by the proposed contractor on protected structures of similar architectural significance in Dublin and associated references to ensure that the contractor has the requisite expertise for these works. (xii) Site samples/exemplars for the removal of pointing, raking out, cleaning, patch repairs, re-facing and repointing are to be agreed on site with the Conservation Division prior to these works commencing. The proposed pointing finish shall be based on any remnants of historic pointing found on the building behind pipes/under window sills etc or on adjoining buildings within the streetscape. (xiii) Site samples/exemplars for the proposed external lime-based render where cementitious render is to be removed are to be agreed with the Conservation Division prior to these works commencing.
