Description
4. The developer shall comply with the following requirements of the Conservation Officer of Dublin City Council; a) The applicant shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority prior to the commencement of development: i) A revised 1:100 existing ground floor plan showing the full extent of required demolitions to allow for the Conservation Officer’s adequate understanding of existing fabric and proposed works. The drawing shall show extant solid walls, partition walls and openings. The drawing shall clearly identify the structural make-up of the partition wall between the proposed kitchen and dining areas. The drawing should identify if it was formed in early brick, lath and plaster, timber plank or other early material or if it is entirely modern. The drawing shall allow for the greater retention of structural nibs and sections of early walls as the loss of historic fabric would be regrettable. ii) Details on the selected external finishes for the roofs, elevations and openings of the proposed extension and the extant two storey extension to include drawings showing the junctions between the existing house and proposed extension should be provided. Drawing must also show the location outlets, downpipes and gullies. iii) 1:10 details of proposed windows and doors to extensions confirming the proposed finishes and materials. iv) The applicant is requested to clarify the extent of structural works undertaken at basement level and to confirm in what year/period they were carried out. It is stated in the submitted AHIA report that these works were carried out by a previous owner. The Conservation Officer requests that the changes be clearly shown on a set of drawings. The applicant will clarify if the structural interventions were carried out with the benefit of planning permission. v) Revised drawings showing the omission of the proposed glass block window openings in the gables at ground and first floor. vi) A revised ground floor drawing to show the retention of the chimneybreast on the north side of the proposed kitchen. vii) A revised first floor plan showing the retention of the window in the north-facing elevation of the return. The window should be traditionally sashed. viii) The applicant is requested to provide a justification, method statement and specification for the proposed internal insulation works, and clarify how the potential for cold bridging at joist level or in the neighbouring house will be mitigated. The applicant is also requested to provide plan and section drawings of relevant rooms to indicate the presence of early joinery such as architraves, skirting or picture rails and decorative plasterwork cornices. If early lime plaster is extant to the walls, its removal and replacement with insulating plaster will not be permitted. The application of internal insulation to walls that retain historic joinery, skirtings, window casings etc. will not permitted as this would result in an excessive loss of historic fabric. The internal insulation proposed in this part of the house shall be omitted. ix) The applicant shall submit a method statement for the preparation of openings and installation of new timber sash windows, noting that the use of expanding foam insulation is not acceptable. The rear elevation windows at first floor level shall receive new timber sash windows. x) A full set of drawings at 1:10 and specification for each of the new timber windows is to be submitted to the local authority describing the window replacement in detail. Early window openings will receive sash windows that are historically accurate. xi) The use of standard double glazed units is not permitted as they are considered too bulky in traditional sash window. The installation of slim profiled double glazing may be considered where well detailed. The new frames should have a traditional putty finish to the exterior. Details of the proposed new glazing should also be submitted. The applicant shall be satisfied that any proposed slim-line glass replacements conform to EU directives. New slim-line glazing units which have visible spacers or fritted glass will not be accepted as they will have an adverse visual impact on the character of the Protected Structure and wider terrace. xii) 1:100 drawings to show all required mechanical, electrical and plumbing services/service routes including penetrations and indicate any impact on the Protected Structure’s early fabric. xiii) Details on the construction, materials and required services for this proposed garden building structure. Drawings shall indicate the required slab/footings and soak pit of the structure in relation to the historic granite boundary wall ensuring that the proposed structure will not affect the historic wall. xiv) Drawings to clarify the landscaping strategy showing how the rear garden is to be surfaced and to indicate that the permeability of the ground will not be compromised.
