3. Prior to commencement of development the following requirements of the Planning Authority’s Conservation Section shall be complied: a) At lower ground floor level, the proposed opening from the kitchen is to be reduced in width so that the nibs are symmetrical within the kitchen. b) At second floor level the proposed shower room shall be reconfigured to avoid cutting across the chimney breast. c) Details of the proposed render to the rear of the property are to be submitted and agreed. d) A full window schedule shall be submitted identifying historic glass. All historic windows are to be retained and repaired in situ. 1:20 scale drawings of proposed new windows are to be provided. e) Information on the extent of re-plastering of internal rooms is to be submitted for agreement. The loss of historic plaster within the structure is not supported. Confirmation is required that no works are proposed to the pointing of front brickworks. Comprehensive repointing requires planning permission. f) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. g) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. h) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. i) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. j) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Information to comply with the above shall be submitted to the planning authority for written agreement prior to the commencement of development. Reason: In order to protect the original fabric, character and integrity of the Protected Structure and to ensure that the proposed works are carried out in accordance with best conservation practice.
