9. The developer shall comply with the following Conservation requirements of the Planning Authority: f) The following requirements of the Conservation Officer shall be submitted for the written agreement of the planning authority prior to the works commencing: • New passenger lift i. Revised drawing no. 1825-PP-07 1:10 detail 9, including 1:10 detail plan, omitting the proposed concrete lintel, including a more sensitive/reversible alternative structural proposal to support the proposed glazed fanlight above the lift doors minimising damage to the historic sash window and sash box. ii. Revised drawing omitting the proposed glazed panel indicated above the lift doors at 2nd floor level; lift doors and trims sized to suit the height of the window, clarifying whether the second floor window’s horizontal alignment differs from first and ground floor windows (adjust trims accordingly). iii. 1:10 sections of the proposed new lift pit including structural details, dimensions, depth, underpinning (if required). The depth of the lift should be to the minimum possible to reduce the potential adverse impact on the stability and integrity of the rear wall of the Protected Structure and the wall to the adjacent vaults. iv. Elevation drawing(s) to indicate proposed services within the existing vertical duct, low level services box, wall-mounted conduits on the rear elevation adjacent to the proposed passenger lift, and 3no. vents (?) on the return to No. 14. • Windows: i. Detailed window schedule to include a drawing and photograph of each existing window, identifying proposed alteration and/or repair works, and survival of historic glass, and historic window linings/shutters/panelling/architraves. • New platform lift and rearranged stone stairs (Ref drawing no. 1825-PP-06): i. Revised drawing @ 1:10 scale indicating the reuse of the existing historic granite steps in the proposed new arrangement and detailed methodology for dismantling and rearrangment. ii. New balustrade shall match the existing metal guardings - using a plain flat or semi-barrelled handrail (50mm diameter circular handrail profile omitted). iii. Corduroy tactile paving to be omitted and existing terracotta tiles coverings shall be adjusted to suit the altered stair arrangement. • Fire upgrading works: i. Summary description of proposed fire safety strategy and detailed schedule of all proposed fire safety upgrade works. • Basement ceilings: i. alternative proposal for the upgrading of the ceiling to achieve the required rating to avoid damage to any surviving historic lath and plaster ceiling ii. Detailed drawing for the proposed installation of an AOV into the existing rooflights. • Historic ceilings: i. Reflected ceiling plans for all levels indicating surviving historic lath and plaster, decorative cornices and other features, and proposed conservation repairs. • Structural details: i. Structural details of proposed floor strengthening, widened openings and any other locations where structural interventions are required – using the principle of minimum intervention and retaining as much of the historic fabric as possible. • Door Schedule: i. Detailed Door Schedule including key drawings, dimensions, and photographs of all existing historic doors, details of fire upgrading works and other works e.g. wiring to facilitate automatic opening/closing and change of direction of the 2no. existing basement doors in the front entrance lobby BR01. • Mechanical and Electrical Services: i. Drawings of proposed alterations to existing lighting, heating, ventilation, drainage , fire safety services. • Conservation Repairs: i. Detailed schedule of proposed conservation repairs to include making good in front basement room BR02 following removal of the servery counters and small kitchen in BR04, repairs to the Victorian floor tiles, and details of all other repairs required throughout the Protected Structure to address ‘the many inappropriate interventions carried out in recent years’ and ‘the modern features which have been added are to be removed and replaced with authentic, historically accurate fittings where specified’ (as noted on page 6 of the Conservation Report). • Damp treatment: i. Details of proposed damp treatment to walls and ceilings noting it is the preference of the Conservation Officer (CO) that shall be of minimal intervention, that shall retain breathability and primary fabric and depending on the source of dampness include e.g. the introduction of French drains within the landscaping directly adjacent to the building, ensuring that the lower ground floor space is adequately ventilated, exposing the base of the wall fabric externally (removing cementitious render and any non-breathable paints), and the use of sacrificial renders internally such as lime / hemp / clay, and / or the introduction of a calcium silicate or wood chip board. ii. Reconsider the proposed removal of existing timber door steps (saddles) or provide an alternative appropriate detail that will address the gap between the historic floor tiles. (Page 4 of the Conservation Report) • Secondary staircase BR09, GR07 i. 1:10 drawings to illustrate the proposed additional glass balustrade and handrail, including a cross-section between flights. (Page 8 of the Conservation Report) ii. Method statement for proposed cleaning of the stone staircase BR09 and GR07 and stone flags at ground floor level GR04 (Pages 8 & 10 of the Conservation Report) Reason: To ensure that the integrity of the retained structures is maintained and that the structures are protected from unnecessary damage or loss of fabric and to safeguard the special architectural interest of the protected structure
