7. The following requirements of the Council’s Conservation Department shall be complied with: g) The following details shall be provided for the written agreement of the Planning Authority and Conservation Section in advance of the works commencing: Tower – Protected Structure, Record Drawings i. Provide a drawing which indicates the original layout, based on definitive research, if this is available ii. Key drawings should be provided for all elevations of this building at a scale of at least 1:100, particularly those where works are proposed. (East elevation is provided at 1:100, south elevation is provided at 1:200). iii. Submit the results of investigative works to the thicker walls in bays 4 and C (as described in the commentary above) to agree the final plan layout in these areas iv. 1:50, 1:20 drawings shall be submitted for both proposed wc locations in bays B and D (as described in the commentary above) to show an improved layout and better relationship with the windows. 1:10 junction details to be provided of any junctions with the existing window openings. v. 1:20, 1:10 details, indicating the new interventions and junctions to proposed closed-up door on east elevation (in front of wcs), and existing and new door on south elevation. vi. Architects’ drawings at an appropriate scale to describe fully the proposed lighting scheme, and routing to all M&E services including heating, lighting, ventilation, fire safety – for a typical bay, if all bays are to be the same, to demonstrate the visual impact of all services on the architectural character and historic fabric. vii. Confirmation of the provenance of the diagonal grilles to all windows, and if modern, consider their removal, to improve the architectural character and presentation and quality of natural light in the protected structure. viii. Revised drawings (elevation, section) at 1:100, 1:20 of the proposed canopy to improve its relationship with and visual impact on the first floor windows on the south elevation. ix. 1:50 GA and 1:10 junction details are required of the junction between the crinkle crankle wall on the western boundary and the security gate at bay 7 on the south elevation and the Protected Structure. x. Revised drawings to incorporate a French drain into the proposed new lawn and any new hard landscaping surfaces directly adjoining the building to avoid detrimental impacts on the Protected Structure. xi. Recommended repairs arising from the structural investigation, and a schedule of proposed structural repairs and any lime pointing, including a specification and reflected ceiling plan drawing indicating all proposed repairs. xii. 1:100 elevation is required of the proposed new boundary treatment onto Grand Canal Quay, retaining any historic fabric, to protect the setting of the Protected Structure. xiii. Notwithstanding the unprotected status of the warehouse, café and small tower buildings on the site, I recommend that that as much of the existing fabric is retained and repaired in accordance with best conservation practice, and the following information is provided, to ensure that the proposed works reflect the traditional construction of the subject buildings and to respect the setting of the adjacent Protected Structure: • 1:10 detail to illustrate the junction between the existing parapets east and west and the raised roof this, which will have a considerable visual impact on the building and its adjoining neighbour • Detailed drawings of all new glazing, including the very large openings on the east and north elevations of the cafe, as these will dominate the elevations and determine the overall presentation of these buildings in the context and setting of the adjacent Protected Structure. • Small tower: where windows are to be removed to facilitate the insertion of a new floor level, the windows are infilled as blind openings to retain the character of the façade. • Provide a detailed drawn and photographic record of the building and incorporate the columns if possible into the landscaping scheme. • Provide details of proposed glazing details - to be of the highest quality and materiality • The proposed repair and repointing of the walls to the warehouses and annexes in lime mortar should be specified and executed in accordance with best conservation practice by experienced conservation advisors and specialist contractors and in accordance with samples, as this will have a direct impact on the appearance and performance of these traditional buildings. I recommend that samples are provided of the proposed cladding materials to the escape stair on the small tower to ensure it will complement the palette of materials in the Protected Structure and adjacent buildings.
