4. All external finishes shall harmonise with the existing finishes of the adjoining properties in respect of materials and colour. Prior to commencement of development details, including samples, of the materials, colours and textures of all the external finishes shall be submitted to the planning authority and agreed in writing with, the planning authority prior to commencement of development. Reason: In the interest of visual amenity.
