2. The applicant shall comply with the following Conservation Section requirements: The Applicant is requested to submit the following information for the written agreement of the Planning Authority in advance of the works commencing: a) Drawings that indicate the extent of the lath and plaster soffit that will require removal and conservation repairs to facilitate the: (i) proposed insertion of a 150mm (H) x 200mm (L) x 10mm (T) L-shaped steel top plate between the existing timber landing beams 75mm x 250mm and the new 60.3 x 5 CHS column beneath (DETAIL B-B CORA Drwg. SH102) and (ii) proposed connections between carriage beams and existing staircase with 2 no. Simpson reinforced angle brackets per carriage beam (if possible) in 3no. key locations – at the junction with the quarter landing and the main upper landing, (iii) 1:50 plan drawing of the timber floor boards in the ground floor entrance hall in particular, indicating previous cut positions and boards that are in poor condition and / or require replacement with salvaged boards and include a method statement for the cutting of boards (if required) around the base of the monkey-tail termination to the staircase. b) Drawings that indicate structural details for works to the cantilevered staircase: (i) Ref. CORA Drwg. SK101 / PL1 Methodology for Jacking and Cantilever Repair (iv) Submit 1:50 N/S (looking west) and E/W (looking south) section drawings, to indicate the position of the proposed padstones, and side skirting, treads and risers at top and bottom of the main stair to be carefully removed, (to clarify if the removal of treads & risers is required on each flight at the junctions with the quarter and top landing). (ii) Ref. CORA Drwg. SH101 / PL DETAIL A-A – submit a similar section at the beam end into the wall (beneath the floor) indicating how far the new beam extends into the walls above the pad, and how it is packed above the padstone. Include a method statement for the creation of the hole in the historic walls to receive the new padstones and the new beam end and packing. c) The Applicant is requested to submit the following information for the written agreement of the Planning Authority upon completion of lifting of carpets/floor coverings and floor boards: (i) Record photographs before, during and after the works to fully document and record all conservation repairs required to historic joinery, plaster etc., cross-referenced to room names / numbers on floor plans, retaining comprehensive records in light of the significance of this building. In addition, the architect is requested to submit paint analysis samples prior to the removal of historic paint layers on joinery. (ii) New heating system: clarify whether all new distribution pipework will run beneath the floor and confirm all new pipe runs and notching required and repairs to existing notching on marked-up drawings submitted to the Planning Authority (as referred to in AHIA p.13). In addition the architect is requested to submit record photographs of the condition of the timber floor boards, repair works to same and any other features that come to light (as referred to in AHIA p.13). (iii) ensure that the fixing positions for the new radiators do not give rise to any unnecessary damage to the timber window panels below sill level, and that any repairs required following the removal of existing radiators are executed in accordance with best conservation practice. It is understood that the radiator sizes / heights and widths will be chosen to suit the window recesses and will respect existing sill heights. d) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. e) The proposed development shall be carried out in accordance with the following: (i) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. (ii) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. (iii) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. (iv) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Reason: In order to protect the architectural character and historic fabric of the Protected Structure at St. Patrick’s Deanery, Kevin Street and to ensure that the proposed works are carried out in accordance with best conservation practice.
