13. The following requirements of the Council’s Conservation Department shall be complied with: In advance of works commencing on site, the applicant shall submit the following information to the Planning Authority for their written agreement a) Drawings which identify fabric of primary significance such as plasterwork, fireplaces and chimneys, staircases, original doors and windows etc. b) The clarification of the conservation strategy for this protected structure is to be provided to ensure its survival. Further information that describes the condition of the existing primary fabric; full conservation repair and reinstatement schedules (condition surveys, specifications and methodologies); and adequate specification for conservation works shall be provided in accordance with the Architectural Heritage Guidelines 2011. c) A full structural appraisal including structural engineers report and drawings is to be submitted to the Planning Authority detailing the following: - A methodology for the structural works to support the proposed food hoist. - A methodology for opening up works between the two principle rooms on the upper ground floor. d) Clarification of the proposed designs to address the concerns raised by the CO with respect to the overall impact of the proposed development on the fabric of the protected structure. This will include further drawings which identify level of physical disruption necessary to implement the proposed works particularly within the principle rooms; proposed ventilation and ductwork routes; drainage routes; water supply routes and fire upgrading work (including fire upgrade works to the floor structure) as well as all associated necessary opening up works to accommodate these routes. e) 1:20 details of the proposed double door between the restaurant / dining room and the service core at the rear of the building. f) Further information on the electrical and lighting strategy that is proposed in this restaurant. g) The impact of the overall development on the overall building plot is to be clarified and any landscaping clearly indicated as part of the overall proposal. h) The works herby approved shall be carried out under the professional supervision on-site of an architect or expert with specialised conservation expertise to ensure adequate protection of the historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the building structure and/or fabric. i) All works shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines (2011). The works shall retain the maximum amount of surviving historic fabric in-situ including structural elements, plasterwork (plain and decorative) and joinery and shall be designed to cause minimum interference to the building structure and/ or fabric. Items that have to be removed for repair shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. j) All existing original features, including interior and exterior fittings/features, joinery, plasterwork, features (including cornices and ceiling mouldings), staircases including balusters, handrail and skirting boards, shall be protected during the course of refurbishment and in accordance with the Architectural Heritage Protection Guidelines (2011). k) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric and in accordance with the Architectural Heritage Protection Guidelines (2011). Reason: In the interests of orderly development and to safeguard the special architectural interest of the protected structure.
