3. The applicant shall submit the following architectural conservation details for the written approval of the Planning Authority prior to the commencement of development: (i) A Conservation Architect (or equivalent Conservation Professional) with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works to the building and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained building and facades structure and/or fabric. (ii) The application does not specifically address the proposed pointing to the rear and side elevations, with the Architectural Heritage Assessment stating that a wigged pointing will be used. Given that the brickwork to the rear and side elevations is different, the pointing finish of the rear is to be confirmed, based on any remnants of original pointing discovered. (iii) There is a lack of clarity regarding the mix for the proposed pointing. The Architectural Heritage Impact Assessment states that this will NHL2, while the method statements propose NHL3.5. The correct mortar strength is to be confirmed, noting that the preferred strength for historic brickwork is NHL2. (iv) Full details of any proposed works to any rendered areas of the structures is to be provided. (v) The applicant is to confirm the condition of the roof and rainwater goods and any works that might be required to address issues with rainwater management in advance of repointing the structure. (vi) A detailed window survey shall be carried out demonstrating the condition of all windows. The window survey should include a detailed description of the existing timber windows and detail any surviving historic glazing. It should include detailed photographs of the existing windows. Details of the extent of the required repairs should be outlined in a method statement. It is noted that slimline glazing is proposed. This will not be permitted where historic glass survives. Where slimline glazing is to provided, 1:5 details of glazing bars and window frames of each window type are to be submitted, demonstrating these elements can accommodate the new glazing. The applicant shall be satisfied that any proposed glass replacements conform to EU directives. (vii) Following provision of a scaffold to the front façades, the Conservation Division shall be given the opportunity to inspect the façades scaffolding to assess the condition of the brickwork. (viii) Site samples/exemplars for the removal of pointing, raking out, cleaning, patch repairs, re-facing and repointing for the building to be agreed on site with the Conservation Officer prior to these works commencing. Reason: In order to protect the original fabric, character and integrity of the Protected Structures at 9 and 10 Hume Street and to ensure that the proposed works are carried out in accordance with best conservation practice.
