4. The developer shall comply with the following requirements of the Conservation Officer: b) In advance of works commencing on site, the applicant shall submit the following information to the planning Authority for their written agreement: i. The applicant shall submit 1:10 drawings and details of the proposed new windows, doors and glazing throughout. ii. The installation of slim profiled (6mm-6.5mm) double glazing may be considered to original windows / window opes where well detailed. The new frames should have a traditional putty finish to the exterior. Details of the proposed new glazing should also be submitted. The applicant shall ensure that any proposed slim-profiled glass replacements conform to EU directives and shall confirm this in writing to the Planning Authority. iii. The roof covering for this coach house (of national significance) shall be a blue Bangor slate as this would have been the original material on this coach house. iv. As the view of the roof of the coach will be particularly visible from the rear principle rooms of the Protected Structure, the applicant shall omit the PV panels from their proposed location (the rear roof slope – facing the Protected Structure) and shall reconsider their location to a less sensitive part of the site – such as on the roof of the modern extension to the rear of the coach house or in the garden. Revised plans, sections and elevations shall be submitted to reflect this. v. The applicant shall submit revised drawings showing the location of the proposed new boundary wall moved significantly further back and closer to the coach house. The size of the garden space for the Protected Structure shall be appropriate to the stature of the Protected Structure and in proportion to the traditional principle building: coach house relationship. vi. In order to ensure that the materials, coursing, joint details and method of repair will be sympathetic to the character and respect the curtilage of the Protected Structure, a full drawing survey including photographic record of existing historic boundary walls and detailed schedules of any repair and reinstatement works to the original walls should be fully detailed. A method statement for the raking out and re-pointing of any stonework and associated repair details shall be provided. Details of the historic stone coursing, sizes of stone as well as mortar composition and colour are to be provided. vii. Full details of any proposed new element, such as toothing-in and repair work and details of the new boundary walls that shall be required shall be submitted. All new elements will match the historic wall. viii. The applicant shall confirm the proposed NHL mortar mix. In the opinion of the CO, due to the age of the building and strength of the masonry, this shall be limited to NHL 2. ix. In advance of work commencing on site, the Conservation Officer (CO) shall be given the opportunity to inspect the façades of the coach house in order to identify defects at close quarters and to agree a preferred solution to any repairs commencing, which shall be led by best conservation principles. Samples of materials and site exemplars of site workmanship shall be provided for inspection by and written approval of the CO in advance of the works commencing. The applicant shall submit details of five recent examples of specialist re-rendering works carried out by the proposed contractor on protected structures of similar architectural significance in Dublin and associated references to ensure that the contractor has the requisite expertise for these works.
