18. The developer shall comply with the following conditions from the City Archaeologist: a) The applicant is required to employ a suitably qualified, licenced archaeologist to monitor all groundworks that occur within the development area, including works relating to access routeways, geotechnical investigations and piling works. The archaeologist shall submit to the Department a Section 26 of the National Monuments Act 1930 (as amended) excavation licence application accompanied by a detailed method statement that includes a methodology that describes how the monitoring will be undertaken and how the licencee shall deal with any prospective archaeological discoveries. Please allow 5-6 weeks to facilitate the processing of an archaeological licence. No groundworks are to take place in the absence of the licenced archaeologist and without their express consent in writing. b) The archaeologist shall monitor all groundworks and excavations required for the development. Monitoring is to take place to uppermost archaeological horizons only (where they survive). Should archaeological material or suspected archaeological material be found during the course of the archaeological monitoring, the archaeologist shall suspend all work in the affected area of the site and shall notify in writing the Department of any discoveries that have been made. The developer shall facilitate the archaeologist in recording any material found. All structures/features/deposits are to be hand-cleaned and clearly visible for photographic and surveying purposes. Works shall be suspended in the area of the discovery pending further mitigation requirements from the Department in relation to the archaeology identified. The developer shall be prepared to be advised by the Department with regard to any necessary mitigating action. Where archaeological material is shown to be present, further mitigatory measures will be required; these may include relocation and/or redesign (in whole or in part) to allow for preservation in situ, excavation (‘preservation by record’) and/or test-excavations or further monitoring. The Department of Housing, Local Government and Heritage will advise the applicant with regard to these matters. The Department and the Planning Authority shall be furnished with a report describing the results of the archaeological monitoring and any subsequent archaeological works carried out as a consequence of further mitigation. Datasets generated by any geotechnical investigations shall be made available to the licenced archaeologist for assessment and with a view to the utilisation of results in the archaeological monitoring report. This may include assessment of physical core samples and other relevant datasets yielded by the geotechnical investigations. Reason: To ensure the continued preservation (either in situ or by record) of places, caves, sites, features or other objects of archaeological interest.
