Description

3. The construction of the proposed development shall be managed in accordance with a Construction Management Plan, which shall be based on the Draft High Level Construction and Environmental Management Plan submitted at further information stage, and shall be submitted to, and agreed in writing with the planning authority prior to commencement of development. This plan, in addition to the intended construction practice matters addressed in the Draft High Level Construction and Environmental Management Plan, shall include specific provisions for the following: (a) A Construction Traffic Management Strategy for the Dublin Port Tunnel for the duration of the works which shall include details in relation to the timing and routing of construction traffic to and from the construction sites and associated directional signage and shall include details in relation to the proposed closures of existing accesses to/from Dublin Port. (b) Proposals for maintaining public roadways free from debris arising from the proposed development. (c) Proposals for the staggering of various shift start and finish times to take account of the main ship arrival and departure times. (d) A management system for invasive alien species which shall be used for the duration of the proposed works. The plan shall include a comprehensive monitoring schedule to include, inter alia, noise, vibration, and dust monitoring with quarterly reporting to the planning authority. A record of daily checks that the works are being undertaken in accordance with the Construction Management Plan shall also be kept for inspection by the planning authority. Reason: In the interest of traffic safety, to ensure the continued efficient operation of the port, and to protect the environment and the amenities of the area.
