PROTECTED STRUCUTRE: Seabren Developments Ltd and Circle VHA CLG intend to apply for planning permission for a Large-scale Residential Development (LRD) at a site of 0.88 Ha, located at Glebe House, (A Protected Structure, RPS Ref. 7560) which includes the derelict light industrial lands to the rear of Glebe House (former Glebe House Industrial Estate) and at the vacant site of the former Coruba House, St Agnes Road, Crumlin, Dublin 12 The site is bounded to the north-east by St. Agnes Road and to the south-east, respectively, by a public car-park off St. Agnes Road, by No.6 St. Agnes Road and by Somerville Drive and the site also includes the grass margin between the Coruba House site boundary and Somerville Drive. To the north-west, the site is bounded, respectively, by a laneway connecting from St. Agnes Road (the said laneway also adjoins Number 1 St. Agnes Terrace) to backlands to the rear of St. Agnes Terrace, by Number 1 Somerville Green and by Somerville Green and public open space. To the south-west the site is bounded in part by WSAF (Moeran Hall), Somerville Drive and in part by public open space. The development will consist of: 1. The demolition of all workshops, offices, sheds (1,180.9m 2) and concrete foundation pads to the rear of Glebe House and along the north-west boundary, together with extensions (non-original) to the sides and rear of Glebe House (Protected Structure RPS Ref. 7560). 2. Demolition of the front boundary wall and gate pillars at the Coruba House vehicular entrance off St. Agnes Road. 3. Demolition of the boundary walls at the Coruba House site on the south east and south west (Somerville Drive and public open space) and north west side (Glebe House site) including 23m of rubble stone wall immediately to the south east side of Glebe House. The stone will be carefully taken down and reused in replacement of the wall to the entrance of the Coruba House site and within the landscaped public open space. 4. Demolition of non-original concrete pillars at St Agnes Road entrance to Glebe House and reduction in height of the rubble stone front boundary wall (from 1.5m to 0.925m) to Glebe House, on St. Agnes Road, and the rubble stone return boundary wall (from 2.420 to 0.925) to the public car-park off St Agnes Road (to front of Coruba House lands). The stone will be carefully taken down and reused in the construction of the new replacement wall to the proposed pedestrian entrance of the Coruba House site and within the landscaped public open space 5. Construction of a development of 152 no. apartments consisting of 75 one beds, 72 two beds and 5 three bed residential units, all with private amenity space (balconies and terraces at ground floor level), together with construction of a creche and a cafe. 6. Two principal apartment buildings are proposed ranging in height from 4-6 storeys and linked by an under croft carpark at ground floor and a podium at first floor level and comprising the following: Block A is 5 to 6 storeys and consists of 79 apartments and includes 35 no. one beds and 44 no. two beds units, ESB substation/switch room/metering room of 85m2, 54 no. stacked and 3 no. cargo secure bicycle storage spaces, 3 no. motorbike spaces and bin storage of 65m2, together with bulk storage on each floor of 18m2. Block B is 4 to 5 to 6 storeys and consists of 70 apartments and includes 39no.one beds, 26no. two beds and 5 no. three beds, a crèche of 147m2 at ground floor level with associated outdoor area of 75.5m2, ESB substations/switch room/metering room/telecoms 62m2, 182 no. stacked and 1 no. cargo secure bicycle storage spaces in two locations, 3 no. motorbike spaces and bin storage of 71 m2 includes segregated cafe bin store. 7. Two no. three storey pavilion buildings either side of Glebe House to accommodate one (1 no.)number two storey, duplex 2 bed apartment above one (1 no.) number 1 bed apartment at ground floor in the north west pavilion and one (1 no.) number two storey duplex 2 bed apartment above a 55m2 ground floor cafe (with signage), in the south east pavilion. 8. The change of use of Glebe House (previously in residential use) into a Community Use building for culture and art of 225m2. 9. The refurbishment and repair of fire damaged elements in Glebe House (following a fire on the 21st of April 2022) including the replacement of fire damaged roof with new slated roof, replacement of all first floor timber stud walls, replacement/repair of floor joists at first floor level, replacement of first floor joists in the rear return, replacement of internal render to kitchen/dining area in rear return building and replacement/repair of stair from upper ground to first floor level, the refurbishment of Glebe House including the removal of extensions to the rear and sides of the building, restoration of the facade, replacement of pvc windows with sliding sash windows (timber) and associated works to the interior and to the curtilage of Glebe House. 10. 77 car parking spaces are proposed: 39 of which are E-Charge - 67 no. car parking spaces (includes 2 no. Go Car spaces, 1 no. accessible space, 1 no. staff space) in ground floor car park below podium and partly in Block A, 2 no. staff parking spaces adjacent to the podium and 4 No. visitor car parking spaces in front of Glebe House all with vehicular access from St Agnes Road. - 4 No. assigned car parking spaces (includes 2 no. accessible spaces) on the south-eastern side of Block B with vehicular access from Somerville Drive. 11. The provision of 905m2 of Public Open Space to the front and side of Glebe House, and within the south-eastern public plaza with a pedestrian route to the side of the Cafe at Pavilion B and 1,632m2 of Communal Open Space located at podium level and to the rear of Block A. 12. The provision of 78 no. short stay visitor bicycle parking spaces including 2 no. cargo spaces within the public accessible areas of the site. A total of 240 no. long stay bicycle spaces are provided including 4 no. cargo spaces within the ground floor car park. The total bicycle spaces provided in the overall development is 318 no. spaces. 13. The existing vehicular access to Glebe House from St. Agnes Road will be widened to 6.0 m (current width 5.5m) and the existing vehicular access to the Coruba House site will be reduced in width from 4.4m to 3.2m to serve as a pedestrian access only from St. Agnes Road. 14. The application includes along the south-eastern boundary at Somerville Drive, a new controlled pedestrian gateway between Somerville Drive and St Agnes Road allowing public access through the site within daylight hours and a new pedestrian access from the public open space onto St. Agnes Road. 15. All enabling and site development works, boundary treatment, landscaping, solar panels on the roof of Blocks A and B, provision of 4 no. Microwave link dishes to be mounted on 2 No. steel support posts affixed to the lift shaft overruns on Block A, external lighting, services and connections, waste management facilities and other ancillary enabling and site development works to facilitate the proposed development. Surface water drainage will be attenuated at roof level through green roofs with blue roof storage and drained from pitched roofs to a soakaway within the site. 16. The proposed scheme has an overall Gross Floor Area of 16,283m2 including Glebe House.
