4. In advance of work commencing on site, the applicant shall submit the following information to the Planning Authority for written agreement: a) The applicant shall submit revised drawings showing the proposed single roof volume reduced further in scale and height to be more in keeping with the prevailing roof ridge heights of the adjoining mews houses. This can be achieved by the consideration of altering the height, profile and volume of the extant roof to comprise two smaller volumes, having consideration for a previously granted planning application to the rear of No.’s 101-103 North Circular Road (DCC Reg. Ref. 3268/21). b) The loss of any historic boundary walls or part thereof is not supported. The new development shall be constructed inside historic boundary walls, ensuring that the historic boundary walls are appropriately protected and that any new foundations are constructed inside the historic walls with no further nor possible impact on historic boundary walls. c) The applicant shall submit section details of the proposed foundation details for the proposed new building that will have no impact on historic boundary walls. d) The applicant shall submit flashing and waterproofing details of the proposal in close proximity to historic boundary walls. e) In order to ensure that the materials, coursing, joint details and method of repair will be sympathetic to the character and respect the curtilage of the Protected Structure, a full drawing survey including photographic record of all existing historic boundary walls shall be submitted to the Conservation Officer in advance of works commencing. f) Detailed schedules of all repair and reinstatement works to the original walls shall be submitted by an appropriately experienced conservator of historic fabric. A method statement for the raking out and re-pointing of the stonework / brickwork and associated repair details shall be provided. Details of the historic stone coursing, sizes of stone as well as mortar colour shall be provided. g) Full details of any proposed new element, such as toothing-in work and repair work that shall be required shall be submitted. All new elements will match the historic wall. h) Detailed elevations of the proposed new work to the historic boundary walls shall be submitted in advance of work commencing on site. i) The new boundary walls between the proposal and the Protected Structure shall match the historic stone walls (i.e. solid masonry in random rubble form – the over cladding of a concrete wall with stone is not appropriate). The introduction of concrete walls nor a timber fence is inappropriate and will not be supported. All works to the protected structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of the Environment, Heritage and Local Government. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. Reason: To ensure that the integrity of this protected structure is maintained and that the proposed repair works are carried out in accordance with best conservation practice with no unauthorised or unnecessary damage or loss of historic building fabric.
