6. The Developer shall comply with the following requirements of the Conservation Department: i) The applicant shall submit the following details for the written agreement of the Planning Authority in advance of the works commencing: a) The applicant is requested to clarify in writing the following items illustrated on Drawing SFD-MCA_D4-00-DR-A-7012 for the written agreement of the Planning Authority: • B D4-0-S010 Elevation B – The Applicant is to clarify what is illustrated above the historic timber handrail which terminates at a height of 1055 – is this fixed to the top of the historic handrail, and if so, how is it fixed? • D D4-0-S010 Elevation D – the removal of existing steel beams is noted – the Applicant is requested to clarify the reason for removal and what will be installed in its place and provide methodology for same. • The application of wall paper and associated surfaces shall not reduce the breathability of surviving historic walls. b) Notwithstanding that the proposed boxing out where the head height is 2m below is reversible and will not impact the historic fabric of the Protected Structure, it is preferred that such ‘unusable’ areas are occupied by interesting pieces of furniture, storage or art, rather than being permanently boxed off in plasterboard which blurs the spatial/volumetric understanding of the internal spaces within Protected Structure. c) If conservation repairs are required to the existing chimney pots and lantern, these shall be specified by the conservation expert and constructed in accordance with best conservation practice. d) A full size sample(s) of the proposed handrail and its fixing shall be submitted for the written approval of the Planning Authority in advance of the works commencing. e) Any dry lining of the historic walls or application of un-breathable materials shall be avoided, as these potentially mask or conceal building defects. Reason: To protect the character and integrity of the protected structure. ii) The following requirements of the Conservation Section shall be fully complied with in the proposed development: a) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works to the building and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained building and facades structure and/or fabric. b) All works to the protected structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of the Environment, Heritage and Local Government. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. c) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. d) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. e) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Reason: To protect the character, integrity and setting of the protected structure and to ensure that all works are executed in accordance with best conservation practice with no unauthorised or unnecessary damage or loss of historic building fabric.
