4. The Developer shall comply with the following requirements of the Conservation Officer: a) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works to the building and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained building and facades structure and/or fabric. b) All works to the protected structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of the Environment, Heritage and Local Government. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. c) A structural engineer with conservation expertise shall be employed to design, manage, monitor and implement the structural interventions to the building and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained building and facades structure and/or fabric. d) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. I. Facade repairs: In advance of works commencing on site and further to more detailed opening up, the applicant shall submit the following information to the Planning Authority for inclusion in the planning file: Detailed Condition Assessments, Repair Specifications and Methodologies (including site exemplars) for: i. Paint removal and cleaning. ii. Brick repair / replacement and re-pointing of brickwork. a. Note: Details of the surviving pointing detail to be submitted along with proposed re-pointing sample. b. Lime mortar for re-pointing and plastic repair specification to be confirmed by specialist brick conservation contractor. iii. New brick surfaces including brick, lime mortar and joint specification. iv. Repair of stone elements. (Cills, paving etc.) v. Repair of decorative and other metal features. (Balconettes etc.) II. Roof repairs: In advance of works commencing on site and further to more detailed opening up, the applicant shall submit the following information to the Planning Authority for inclusion in the planning file: Detailed Condition Assessments, Repair Specifications and Methodologies (including site exemplars) for: i. The repair of both the main roof and the collapsed return roof. Note: Works to roof to be in accordance with best practice based on a like for like repair of historically known details and materials, conservation roof lights and high quality rainwater goods to be installed III. External Joinery: In advance of works commencing on site and further to more detailed opening up, the applicant shall submit the following information to the Planning Authority for inclusion in the planning file: Detailed Condition Assessments, Repair Specifications and Methodologies (including site exemplars) for: i. A detailed window survey shall be carried out demonstrating the condition of all windows. The window survey should include a detailed description of the existing timber windows and detail any surviving historic glazing. It should include detailed photographs of the existing windows. Details of the extent of the required repairs should be outlined in a method statement. ii. Where windows are clearly shown to be beyond repair, any proposed replacements must be historically correct timber sash windows, which are accurately based on originals. Details of the proposed new windows and glazing should be submitted. The use of standard double glazed units is not permitted as they are considered too bulky for historic windows. The installation of slim profiled (6mm-6.5mm) double glazing may be considered where well detailed. The new frames should have a traditional putty finish to the exterior. Details of the proposed new glazing should also be submitted. IV. Internal Features: In advance of works commencing on site and further to more detailed opening up, the applicant shall submit the following information to the Planning Authority for inclusion in the planning file: Detailed Condition Assessments, Repair Specifications and Methodologies (including site exemplars) for: i. Flat and decorative plasterwork. ii. Historic staircase. iii. Internal joinery features. iv. The preservation in-situ of all historic timbers within the floor structures. Note: On submission of the above information (I-IV) the CO shall be given the opportunity to inspect all site exemplars on site. e) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Reason: To protect the character and integrity of the protected structure.
