3. The following requirements of the Planning Authority’s Conservation Section shall be fully complied with in the proposed development: (a) The applicant shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority prior to the commencement of development: (i) Confirmation of any proposed replacement rainwater goods. All proposed rainwater goods to the Protected Structure should be cast-iron. (ii) Revised roof drawing omitting the ridge glazing to the rear return. (iii) Confirmation that the proposed rooflight to the main roof will be a conservation roof light set flush with the roof covering. (iv) The applicant is requested to reconsider the proportions of the proposed window to the first floor of the return, serving the proposed kitchen. The proportions of this window together with the proportions/placement of the windows at upper ground floor, provide a disjointed elevation to the rear of the protected structure with varying sill levels and ope dimensions. The openings should be revised to provide a more unified presentation of the fenestration of this elevation. Revised drawings of the windows are to be submitted. (v The Proposed Front Elevation illustrated on Drawing PA-05 has a note stating Ground level to be reduced. This is not addressed elsewhere in the documentation and it is therefore not clear what is proposed with the current garden levels. Full details of the ground reduction are to be provided together with justification for same and the surface material to be used. (vi) Confirmation as to the basis for the proposed new gate from the street is to be provided, noting that the gate to No. 10 appears to be no longer in place. Detailed drawings to be provided as part of the submission. vii) It is recommended that the proposed hedge screening to the front site is of sufficient maturity to provide the required screening. Confirmation of the proposed hedging is to be submitted. (b) The applicant shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority: (i) Following provision of a scaffold to the front façades, the CO shall be given the opportunity to inspect the façades scaffolding to assess the condition of the brickwork. (ii) A detailed schedule/marked up drawing of repairs following inspection at close quarters is to be provided. (iii Site samples/exemplars for the removal of pointing, raking out, cleaning, patch repairs, re-facing and repointing including the proposed pointing finish are to be agreed on site with the CO prior to these works commencing. (iv) The proposal to carry out repair of the steps jointly between the two structures is supported and welcomed as it will facilitate a cohesive approach to this important feature to both Protected Structures. However, as this application is primarily concerned with No. 12, and full details on the proposed works to the steps are not provided it is recommended that a Section 5 application be made to address the works to the front steps coordinated with the adjoining Protected Structure. (c) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained fabric and the curtilage of the Protected Structure. (d The proposed development shall be carried out in accordance with the following: (i) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. (ii) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. (iii) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. (iv) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Reason: In order to protect the original fabric, character and integrity of the Protected Structure at 12 Pembroke Road and to ensure that the proposed works are carried out in accordance with best conservation practice.
