3. The following requirements of the Parks, Biodiversity and Landscape Department shall be strictly adhered to: a) Before the commencement of works on site, the Grand Canal Basin Otter Conservation Plan required under condition 2 (d) above shall be agreed with DCC Parks, Biodiversity and Landscape Services together with the National Parks and Wildlife Service. The Plan should be submitted for the written agreement of the planning authority. b) Prior to the commencement of works, a Construction Environmental Management Plan is to be prepared and agreed in writing with the planning authority. All records from the Ecological Impact Assessment (EcIA) and any additional ecological surveys are to be provided in an agreed format to DCC Parks, Biodiversity and Landscape Services. Reason: To ensure a coordinated approach to the protection of species afforded strict protection under the Habitats Directive (92/43/EEC), the otter, and to ensure the there is an appropriate mechanism for the management of construction in order to protect the environment during the works.
