Description
19. The Developer shall comply with the following Conservation requirements of the Planning Authority: (a) The works herby approved shall be carried out under the professional supervision on-site of an architect or expert with specialised conservation expertise to ensure adequate protection of the historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the building structure and/or fabric. (b) All works to the protected structure shall be carried out in accordance with best conservation practice and the “Architectural Heritage Protection Guidelines for Planning Authorities” and Advice Series issued by the Department of the Environment, Heritage and Local Government. Any repair works shall retain the maximum amount of surviving historic fabric in situ, including structural elements, plasterwork (plain and decorative) and joinery. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. (c) All existing original features, including interior and exterior fittings/features, joinery, plasterwork, features (including cornices and ceiling mouldings), staircases including balusters, handrail and skirting boards, ironwork shall be protected during the course of demolition of adjacent buildings, construction of new buildings adjoining the protected structures and refurbishment and alterations to the protected structure. (d) All repair of original historic fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. Full repair and reinstatement schedules and drawings (condition surveys, specifications and methodologies) shall be submitted to the planning authority for written agreement prior to commencement for the repair and other works proposed to the protected structure including repairs to plaster, brick and stone repairs and pointing, joinery, new replica doors, windows and architraves, ironwork, works to floors, roofing, external gates. Rainwater goods to the protected structure shall be cast iron. New roof coverings where required shall be Blue Bangor Slate. (e) Samples of materials and site exemplars of site workmanship with respect to repairs and restoration to be carried out shall be submitted to the CO for the cleaning, consolidation and repointing of historic brickwork and stone work. The CO shall be notified when samples are available for inspection, and if any previously undiscovered features are discovered during the works. A sample will be prepared of the raking out/removal of inappropriate cement pointing from the brick façade to determine the level of damage that might arise in this process – this will inform the final decision in relation to the repointing of brickwork, which would be preferable in lime mortar for the long-term health of the building. The CO recommends that NHL2 is used for repointing of historic brickwork. (f) The applicant shall ensure that careful monitoring of the protected structure and adjacent historic fabric of unprotected and protected structures and boundary walls is in place throughout the works, particularly during demolition, excavation and piling works. (g) The applicant shall ensure that any sound historic fabric arising from the demolition works shall be incorporated into the proposed works where possible (e.g. in the hard landscaping and/or fabric repairs where appropriate). (h) The applicant is requested to consider whether the impact of the connection between the new building and No.40 at fourth floor level can be reduced, and provide an alternative proposal for this location for the agreement of the planning authority in advance of the works proceeding. (i) Completed drawings and schedules of the as-built works to the protected structure to be submitted to DCC and the Irish Architectural Archive. Reason: In the interests of orderly development, to safeguard the special architectural interest of the protected structure and to ensure that the integrity of this protected structure is maintained and that the proposed repair works are carried out in accordance with best conservation practice with no unauthorised or unnecessary damage or loss of historic building fabric.
