3. The developer shall comply with the following conservation requirements of the Planning Authority: a) A conservation architect or expert with specialised conservation expertise shall be employed to manage, monitor and implement the works on site and to ensure adequate protection of the historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the building structure and/or fabric. b) All works shall be carried out in accordance with best Conservation Practice and the Architectural Heritage Protection Guidelines and Advice Series issued by the DoAHG. Any repair works shall retain the maximum amount of surviving historic fabric in situ, including structural elements. c) Items that have to be removed for repair shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. d) Prior to the commencement of construction, the Council’s Conservation Division shall be given the opportunity to inspect the masonry façade prior to raking out of the extant pointing when any additional defects can be identified at close quarters. e) Following the raking out of any inappropriate pointing, the wall shall be inspected by the conservation professional, and any drawings shall be updated to indicate all joints in the stonework / brickwork, and any additional repairs identified where defects are exposed by the removal of the pointing. f) Prior to commencement of repointing works, the developer shall submit a drawing with reference to marked-up rectified photographs of the masonry façade, for the written agreement of the planning authority. The drawing shall record the condition of the masonry and any repairs required, following a detailed inspection at close quarters, g) The developer shall identify by inspection of the façade for any remnants of original pointing to inform the appropriate re-pointing method for the building based on remnants observed. h) Prior to commencement of repointing works, site exemplars for the removal of pointing, raking out, cleaning, patch repairs, re-facing and repointing for the building shall be agreed on site with the Council’s Conservation Division. i) Prior to the commencement of construction, the developer shall submit an alternative proposal to address damp in the building, for the written agreement of the planning authority. The proposed waterproofing system detailed in the application is not permitted. An alternative proposal to address damp shall be of minimal intervention and shall retain breathability and primary fabric. j) Prior to the commencement of construction, the developer shall submit a full set of drawings at scale 1:10 detailing the proposed replacement timber windows, for the written agreement of the planning authority. k) Any replacement roof slates shall be welsh blue-black slates. l) All replacement rainwater goods (that are damaged beyond repair) shall be cast iron. m) All rooflights shall be conservation rooflights. n) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Reason: To ensure that the integrity of the protected structure is maintained and that all works are carried out in accordance with best conservation practice.
