9. The following requirements of the Transportation Planning Division shall be complied with: b) The basement access onto Hatch Street shall be controlled by a traffic light system and priority shall be given to incoming vehicles, to avoid queuing onto Hatch Street. Full details of the traffic light system, including the location of the traffic signals, shall be agreed in writing with the Environment and Transportation Department of Dublin City Council prior to commencement of development.
