6. In advance of work commencing on site, the applicant shall submit the following information to the Planning Authority for their written agreement: a) The applicant shall ensure that the sizes, dimensions, location and brick surround detail of the proposed new openings at No. 41 respond exactly to the openings at No. 35 Watermill Road, as this building still retains its original openings. b) The applicant shall prepare and submit to the CO a record drawing cross-referenced where required to marked-up photographs of the brick façades at No. 35 and No. 41 to record the condition of the brickwork and identify appropriate repairs required. c) The applicant shall submit a full scope of works, specification and conservation methodology for the proposed replacement brickwork and the proposed repointing works. d) The applicant shall identify by inspection of the façade for any remnants of original pointing to inform the appropriate re-pointing method for the building based on remnants observed. The building join with the adjoining buildings will require special attention in the re-pointing works. e) Samples of materials and site exemplars of site workmanship shall be provided for inspection by and written approval of the CO in advance of the works commencing. The applicant shall submit details of five recent examples of specialist brick re-pointing works carried out by the proposed contractor on protected structures of similar architectural significance in Dublin and associated references to ensure that the contractor has the requisite expertise for these works. f) The detail of the replacement windows must be carefully considered and should be based on surviving originals found elsewhere along the terrace. It is noted that No. 37 Watermill Road retains its historic windows and for that reason, we recommend that the details, fenestration patterns, profile sizes, widths and materials of the proposed new windows are based on the surviving originals at No. 35. g) All proposed replacement windows must be historically correct timber sash windows to be selected under the supervision of an accredited Conservation Architect and shall be crafted by a specialist joiner. (Suitably qualified and experienced joiners are listed on the Irish Georgian Society website and the Register of Heritage Contractors). The new windows shall be of appropriate material, design and detail. 1: 10 drawings and details of all proposed new windows and glazing should be submitted to the planning authority in advance of works commencing on site. We recommend that as much detail as possible is submitted with the application - including drawings, photographs and a conservation methodology in order to facilitate assessment. h) The installation of slim profiled double glazed unit may be considered where well detailed. The use of a slim profiled glazing system with frittered glass (i.e. where narrow shards of glass separate two panes of glass in a vacuum which can be seen from the exterior and interior) and a slim profiled glazing system where a black vacuum seal is clearly visible will not be permitted and shall not be utilised. i) The new frames should have a traditional putty finish to the exterior and the seals shall not be visible beyond the historic sash frames. Details of the proposed new glazing shall be submitted in advance of work commencing on site. The applicant shall ensure that any proposed slim-profiled glass replacements conform to EU directives and shall confirm this in writing to the Planning Authority. j) 1:10 details of the proposed replacement front door shall be submitted to the Planning authority in advance of work commencing on site. It is noted that the front doors at No.’s 37 and 39 appear to be original and the most suitable replacement door for No. 41 would be based on these historic doors. k) The demolition of the historic chimneybreasts shall be omitted from the proposal. l) The extant historic floors and ceilings shall be retained in the living room and bedroom 1 as far as practically possible. m) Any historic joinery such as doors, skirting, panelling, fireplaces etc. shall be retained in full. n) All new rooflights shall be conservation rooflights. o) All new rainwater goods shall be cast iron. p) The new extension should be clad in a sympathetic material that weathers easily, such as brick in lieu of render. q) Should the Planning Officer be minded to grant the proposed alteration to the front boundary wall to accommodate a vehicular entrance, the following conditions shall be met in order to protect amenity and historic fabric: r) The remaining soft landscaped area to the front of the structures should be in excess of half of the total area of the front garden space, exclusive of car parking area, footpaths and hard surfacing. s) Car parking shall be designed so that it is set-back from the house and front boundary wall to avoid excessive impact on the historic structure. t) Car parking bays shall be no greater than 5 m x 3 m metres wide. u) The proposed vehicular entrance should be combined with the existing pedestrian entrance so as to form an entrance no greater than 2.6 m and this combined entrance should be no greater than half the total width of the garden at the road boundary. The gates shall not swing outwards so as to cause an obstruction on the public footpath. v) The original piers that require alterations shall be reused and integrated with all new parking 1:10 details of the proposed replacement gates that shall be cast iron in order to match the extant gates along the terrace. The design and detail of the proposed cast iron gates shall be based on historic gates of the same era. Reason: To ensure that the integrity of this historic structure is maintained and that the proposed repair works are carried out in accordance with best conservation practice with no unauthorised or unnecessary damage or loss of historic building fabric.
