Description

4. The applicant/developer shall comply with the following requirements of the Council’s Conservation Section: a) The applicant shall submit the following architectural conservation details/revisions for the written approval of the Planning Authority prior to the commencement of development: (i) Full details on the impact of the lowering of the ground floor level to the rear of the structure including any structural implications for the historic walls including potential surviving historic fabric to the east and west walls of the kitchen. (ii) The construction material of the upper floors of the rear section of the building shall be determined in advance of the application of dry-lining. If these walls are found to be of traditional construction, an appropriate breathable insulation shall be provided. Details of the wall fabric and the proposed insulation are to be provided in advance of works. (iii) The proposed replacement cast-aluminium rainwater goods shall be omitted and any existing sound historic cast-iron rainwater goods shall be repaired and retained. A methodology for the repair of historic rainwater goods shall be provided. All replacement rainwater goods to the historic part of the Protected Structure shall be cast-iron. (iv) The proposed lead roll at the junction with the roof of No.34 shall be omitted. A roofplan showing its omission shall be provided. (v) Samples of the proposed new slate, which should match the historic slate in terms of colour, size, thickness, texture and quality, are to be agreed with the Conservation Officer prior to works commencing. (vi) Details of the proposed new vent covers to the front elevation, located in existing vent openings, shall be provided for written agreement. (vii) The roof lights in the historic roof shall be of a traditional style in keeping with the character of the protected structure. Details of the proposed roof lights shall be provided for written agreement. b) A conservation expert with proven and appropriate expertise shall be employed to design, manage, monitor and implement the works to the building and to ensure adequate protection of the retained and historic fabric during the works. In this regard, all permitted works shall be designed to cause minimum interference to the retained building and facades structure and/or fabric. c) The proposed development shall be carried out in accordance with the following requirements: (i) All works to the structure shall be carried out in accordance with best conservation practice and the Architectural Heritage Protection Guidelines for Planning Authorities (2011) and Advice Series issued by the Department of Housing, Local Government and Heritage. Any repair works shall retain the maximum amount of surviving historic fabric in situ. Items to be removed for repair off-site shall be recorded prior to removal, catalogued and numbered to allow for authentic re-instatement. (ii) All existing original features, in the vicinity of the works shall be protected during the course of the refurbishment works. (iii) All repair of original fabric shall be scheduled and carried out by appropriately experienced conservators of historic fabric. (iv) The architectural detailing and materials in the new work shall be executed to the highest standards so as to complement the setting of the protected structure and the historic area. Reason: In order to protect the original fabric, character and integrity of the Protected Structure and to ensure that the proposed works are carried out in accordance with best conservation practice.
