Description

Discharge of Conditions: 4 and 5 of LA11/2019/0719/F 4. A Final Construction Environmental Management Plan must be submitted by the appointed contractor to the planning authority prior to work commencing. This shall reflect all the mitigation and avoidance measures detailed in the outline CEMP and the Preliminary Ecological Appraisal. The final CEMP should also confirm: - The timing of piling works to take account of the recommendation of NIEA NED. As timings of piling in relation to salmon run will depend on the location of the site within a catchment and the related salmon peak run timing through that area, this should be confirmed with Loughs Agency; - The type of scour protection and the method of installation to demonstrate that it prevents undercutting from river erosion processes; - a drainage plan to confirm the finalised site drainage and confirm if any SuDS is required. The approved CEMP shall be adhered to and implemented throughout the construction period in accordance with the approved details, unless otherwise agreed in writing with by the planning authority. Reason: To ensure that the appointed contractor undertaking the work is fully appraised of all the risks associated with the proposal and to provide effective mitigation ensuring there are no adverse impacts on the integrity of River Faughan and Tributaries SAC. 5. A detailed Construction Method Statement (CMS) must be submitted to NIEA Water Management Unit, at least eight weeks prior to the commencement of construction.The CMS should include all necessary pollution prevention measures to protect the water environment during the development of this proposal. Reason: To ensure effective avoidance and mitigation measures have been planned for the protection of the water environment.
