Request for a Scoping Opinion as to whether an Environmental Impact Assessment is required for the proposed development comprising the demolition of the existing shopping centre to ground floor level, reuse and change of use of existing basement and the redevelopment of the site to create up to 149,068 sqm (GEA) of new floorspace, comprising the uses outlined in Table 3.1 (Please note that this is not a planning application and therefore we are not carrying out public consultation on the proposal at this stage).
