Description
1. Intended work on Oak tree T01: a. Whole crown reduction to 13m radius from centre of trunk (approx 2m-2.5m reduction). b. Crown lift minor pendulous tertiary branches to achieve a 4 metre separation from ground level (this in line with previously permissions previously granted in 2019 underApplication No: TP/19/00827/X). c. Remove all dead wood over 1m in length and 50mm in diameter. (this in line with previously permissions previously granted in 2019 under Application No: TP/19/00827/X). 2. This work can be carried out in a manner that will not be detrimental to the life of the tree and without any detriment to the public amenity (under which grounds the original TPO was granted in 1980). Our reasons are as follows: a. We can carry out this work without detriment to the public amenity and to the benefit of the residents. The proposed modifications will have no significant detrimental impact on biodiversity or to aesthetics of the tree and its surrounding. The tree is located some 37.5m back from the nearest public walkway and set against a large green backdrop; our proposed reduction will cause no significant detriment to any of the aesthetic qualities outlined in Section 2.3 of the Borough of Poole Tree Management Policy, and will significantly improve the freedom of the residents at 28, 30 and 32 Austin Avenue to enjoy the woodlands to the rear of their properties. The extent of the current crown severely restricts residents' ability to do so. Such considerations are acceptable in line with Government guidance on TPOs (https://www.gov.uk/guidance/tree-preservation-orders-and-trees-in-conservation-areas#tree-preservation-orders--general. Paragraphs: 007 and 008 Reference ID: 36-007-20140306). b. We can carry out this work without significant impact to the biodiversity of the site. We have conducted bat surveys and there is no sign of bats at the site. We are not proposing any modifications which will limit the use of the tree as a nesting site for birds or bats, nor which will prevent its use as a habitat for a diverse range of wildlife. The will be no significant detriment caused to any of the environmental benefits outlined in Section 2.3 of the Borough of Poole Tree Management Policy. c. We can carry out this work without significant risk to the health of the tree. An Arboriculturalist has certified there is no risk to the health of the tree or to biodiversity. d. The current crown is an inconvenience due to excessive shading over the gardens of 28 and 30 Austin Avenue. Usability of the garden space in both 30 and 28 Austin Avenue has been encroached upon over time as the crown has grown significantly, obstructing sunlight in to previously usable areas of the gardens. Additionally, sticky deposits create inconvenience over much of the gardens. f. The tree currently has a risk of deadfall and is a hazard. This point relates to our ask at point 1c.
