All the original pruning points that this tree has been reduced to have decay of differing degree and depth, upon which the scaffolding of more recent growth is supported. important to restrict amount of weight being supported on these decayed points hence the minimal proposed reduction.Also some dieback at tips of the crown which the reduction will remove.
