Description

Proposed discharge of condition 17 of planning approval LA08/2024/1104/F. Condition 17 states: No development activity, including ground preparation or vegetation clearance, shall take place until a final Construction and Environmental Management Plan (CEMP) has been submitted to and approved in writing by the Council. This shall reflect and detail all the pollution prevention, mitigation and avoidance measures as outlined within the preliminary Construction Environment Management Plan. The final CEMP shall also include, but not be limited to the following: Construction Method Statements - including details of any necessary construction, excavation and in-water works associated with surface water discharge outfall; Pollution Prevention Plan; including suitable buffers between the location of all construction works, storage of excavated spoil and construction materials, any refuelling, storage of oil/fuel, concrete mixing and washing areas and any watercourses or surface drains present on or adjacent to the site; Construction and Operation Phase Site Drainage Plans; including details of Sustainable Drainage Systems (SuDS), surface water disposal/treatment and silt management measures, to also include hydrocarbon/oil interceptor details and proposed location; Water Quality Monitoring Plan; Environmental Emergency Plan. Reason: To protect Northern Ireland priority habitats and species, to ensure implementation of mitigation measures identified within the oCEMP and to prevent likely significant effects on the Lough Neagh and Lough Beg Ramsar/SPA and Lough Neagh ASSI.
