Description

Proposed Discharge of Conditions No.5, 10, 11 & 12 of Planning Approval LA08/2023/3150/F Condition No. 5 states: A final Construction Environment Management Plan (CEMP) shall be submitted to and approved in writing by the Council prior to the commencement of any works hereby approved, and shall be implemented in accordance with the timescale and details set out therein. This shall include all the mitigation and avoidance measures to be employed as outlined in the Outline Construction Environment Management Plan (OCEMP) dated June 2020 submitted under planning application LA08/2020/0003/O. It shall also incorporate a Construction Method Statement (CMS) and detailed drawings for the instream works required to connect the proposed development's stormwater drainage system to the watercourses. The CMS for instream works should identify the perceived risks to the aquatic environment and potential pollution pathways, and provide details of mitigation measures to be undertaken to minimise the risks to the aquatic environment. Reason: To ensure effective avoidance and mitigation measures for the protection of the environment. Condition No. 10 states: No site works of any nature or development shall take place until a programme of archaeological work (POW) has been prepared by a qualified archaeologist and submitted to and approved in writing by the Council in consultation with Historic Environment Division, Department for Communities. The POW shall provide for: The identification and evaluation of archaeological remains within the site; Mitigation of the impacts of development through licensed excavation recording or by preservation of remains in-situ; Post-excavation analysis sufficient to prepare an archaeological report, to publication standard if necessary; and Preparation of the digital, documentary and material archive for deposition. Reason: To ensure that archaeological remains within the application site are properly identified, and protected or appropriately recorded. Condition No. 11 states: No site works of any nature or development shall take place other than in accordance with the programme of archaeological work approved under condition 10 above. Reason: To ensure that archaeological remains within the application site are properly identified, and protected or appropriately recorded. Condition No. 12 states: A programme of post-excavation analysis, preparation of an archaeological report, dissemination of results and preparation of the excavation archive shall be undertaken in accordance with the programme of archaeological work approved under condition 10. These measures shall be implemented and a final archaeological report shall be submitted to the Council within 12 months of the completion of archaeological site works, or as otherwise agreed in writing with the Council. Reason: To ensure that the results of archaeological works are appropriately analysed and disseminated and the excavation archive is prepared to a suitable standard for deposition.
