Discharge of Condition No. 4 of LA08/2019/0481/F. Condition No. 4 states: "The construction of the development approved herein shall not commence until a hard and soft landscape phasing plan for implementation has been submitted to and approved in writing by the Council. The approved plan shall thereafter be implemented. The hard and soft landscaping works shall be carried out in accordance with the approved details as shown on Drawing No 24A, date stamped 17th October 2019. If within a period of 5 years from the date the development is completed, any tree, shrub or hedge is removed, uprooted, destroyed, dies, or becomes, in the opinion of the Council, seriously damaged or defective, another tree, shrub, or hedge of the same species and size as that originally planted shall be planted at the same place, unless the Council gives written consent to any variation."
