Description

Proposed discharge of condition nos. 5 and 20 of LA08/2019/1595/F Construction Environmental Management Plan submitted in order to discharge Condition No. 20 of LA08/2019/1595/F which states: " No development shall commence on site until a Final Construction Environment Management Plan (CEMP) is submitted to and agreed by the Council. This CEMP shall include but not be restricted to:- • Location of contractor compound, car parking site accommodation and storage areas, • Location of fuel and oil will be stored, (this shall be at least 10m from the open water course); • How construction traffic and access will be dealt with, notably delivery Routes, Site Access, Delivery Management, Deliveries to Site, Daily Traffic Movements, Public Roads Cleanliness; • Where excavated topsoil will be stockpiled and placed; • Location and specification of silt fences, drainage grips and settlement tanks which will be used to prevent uncontrolled runoff containing suspended solids being discharged from the site. • The avoidance and mitigation methodologies have been planned for the protection of the water environment. Reason: To ensure no significant impact upon the environment or amenity during construction and agree appropriate and necessary mitigation measures. Detailed Remediation Strategy submitted in order to discharge Condition No. 5 of LA08/2019/1595/F which states: “The development hereby permitted shall not commence until a Detailed Remediation Strategy has been submitted to and agreed in writing by the Council. This strategy shall be completed by competent persons in accordance with the Model Procedures for the Management of Land Contamination (CLR11) and/or the Land Contamination: Risk Management (LCRM) guidance, as applicable. This strategy shall identify all unacceptable risks on the site, the remedial objectives/criteria and the measures which are proposed to mitigate them (including maps/plans showing the remediation design, implementation plan detailing timetable of works, remedial criteria, monitoring program).
