RSK REPORT FOR PLOTS 20, 21, 43-50 & 84 ONLY Discharge of Condition 2 & 3 of previously approved application LA06/2015/0891/F which state - 2. Prior to the occupation of the first dwelling, the applicant shall provide to Ards and North Down Borough Council, for approval, a Verification Report to demonstrate that the recommendations outlined in the RSK report titled Generic Quantitative Risk Assessment Former Scrabo High School, Newtownards (dated July 2016 and referenced 601540-R1(00) have been fully implemented. The Verification Report shall demonstrate the successful completion of the remediation works and that the site is now fit for end-use. It must demonstrate that the identified potential pollutant linkages are effectively broken. The Verification Report shall be in accordance with current best practice and guidance as outlined by the Environment Agency. In particular, this Verification Report must demonstrate that: a. All material brought for use on the site has been accompanied by traceability documentation and shall be demonstrably proven to be suitable for the end use. b. Gas Protection measures, in line with CIRIA C665, NHBC Situation B, Amber 2, have been installed in all proposed buildings. Building control approval is required to confirm, that given the ground conditions and the gas classification, they are satisfied that all necessary precautions have been taken to protect the occupants and properties from ingress of gas. In particular, the installation of the membranes has been completed by a specialised contractor and have been fully certified. Ventilation of the sub- floor void should be designed to provide a minimum of one complete volume change per 24 hours. Reason: Protection of health and Environmental receptors to ensure the site is suitable for use. 3. If during the development works, any contamination is encountered which has not previously been identified, works should cease and the Council notified immediately. This new contamination shall be fully investigated in accordance with the Model Procedures for the Management of Land Contamination (CLR11). In the event of unacceptable risks being identified, a remediation strategy shall be agreed with the Department in writing, and subsequently implemented and verified to its satisfaction. Reason: Protection of health and Environmental receptors to ensure the site is suitable for use.
