Description
Non-material change to LA03/2024/0173/F (Petrol forecourt renovation to include two new underground fuel tanks, raised existing canopy and relocation of existing jet wash) Remove conditions 2, 3 & 4 of the approval. Due to the proximity of the existing fuel tanks to the existing buildings onsite, the risk of damage to property is deemed excessive should the existing fuel tanks be removed. As was standard practice when the original tanks were installed circa 25 years ago, we anticipate the fuel tanks will be surrounded in mass concrete making the removal operational exceptionally difficult without causing vibration and possible damage to existing structures. We proposed an alternative decommissioning strategy which involves the following works elements:- 1.Remove all residual fuels from existing tanks. 2. Degas existing tanks to remove any residual fuel vapors. 3. Locally fill existing tank with concrete and leave tanks insitu. This strategy is adopted across the UK and Ireland on confined sites to avoid the risk of damage to existing buildings and is a suitable alternative to the removal of fuel tanks. We enclose the P1119V2 - Phase 1 Preliminary Risk Assessment (PRA) and Phase 2 Generic Quantitative Risk Assessment (GQRA) which has been amended to reflect this revised decommissioning strategy.
